What Is the Highly Qualified Professional Visa?

The HQP visa is a residency and work authorization designed to incorporate foreign talent into Spanish companies requiring highly specialized profiles. It is regulated under Law 14/2013 and managed by the UGE-CE in Madrid (not local immigration offices).

**Key competitive advantage:** It does not take into account the National Unemployment Situation. The company can hire directly without demonstrating they could not find a Spanish candidate.

Who Qualifies as "Highly Qualified"?

The UGE-CE applies technical criteria. You qualify through one of two pathways:

PathwayRequirements
Academic qualificationHigher education degree (Bachelor's, Master's, or PhD) comparable to MECES level 1 or equivalent European levels
Professional experienceMinimum 3 years (or 5, depending on position) performing functions similar to the target role. Especially relevant for the IT sector where practical experience supersedes formal degrees

Highest Qualification Level

For application purposes, the highest and safest level for approval:

  • Graduates and postgraduates from recognized universities
  • PhDs (maximum academic level)

**Note:** Foreign degrees may need apostille and translation. The UGE-CE is more flexible regarding strict homologation than other bodies, accepting degree validity with proper legalization.

Hiring Company Requirements

The sponsoring company in Spain must meet **at least one** of these conditions:

ConditionThreshold
Large companyMore than 250 workers
Business volumeAnnual turnover exceeding EUR 50 million
Foreign investmentAnnual gross investment stock exceeding EUR 1 million
SME in strategic sectorICT, Renewable Energy, Biotechnology, Aerospace (requires favorable report from Directorate General of Trade and Investments)

Salary Thresholds

The salary acts as a filter to ensure the position is truly qualified. The UGE-CE indexes it to the Average Gross Annual Salary published by the INE (updated annually).

Frequently Asked Questions

Yes. A gross annual salary of EUR 70,000 comfortably exceeds the minimum thresholds for both technical and managerial profiles. This guarantees economic solvency before the UGE-CE, facilitating approval (provided the company meets its requirements).

It depends on rank and company. A regular cook generally does not qualify. However, an Executive Chef or Head Chef hired by a large international hotel chain or high-level restaurant group (billing EUR 50M+ or having 250+ employees) could apply under the management/executive position category, provided the salary matches (e.g., EUR 50,000+).

Zero euros. Unlike the Golden Visa (Investor Visa), the HQP visa does not require any investment. The requirement is a signed employment contract with a company in Spain. Your capital is your talent, not your money.

Yes. This is a major advantage of Law 14/2013. You can enter as a tourist (or be in a legal stay situation) and apply for the permit directly from Spain without returning to your country of origin.

No one. This visa is mandatorily linked to a job offer. If you are a qualified professional wanting to work independently (freelance) or start a business, look at the Digital Nomad Visa or the Entrepreneur Visa instead.

No. The HQP visa is for working for a company based in Spain (or a Spanish subsidiary). For remote work for a non-Spanish company, the International Digital Nomad Visa is the correct pathway.
